تصور الوكالات الإنسانية لتجنب العواقب السلبية غير المقصودة للأشخاص المتضرّرين، وعدم تقويض قدرة المجتمعات المحلية على بناء السلام وإعادة الإعمار. وهو يشدّد على الآثار غير المقصودة للتدخلات الإنسانية. وهو قاعدة أساسية لعمل المنظمات في أوضاع النزاعات .
