مجموعة من المواطنين على المستوى المحلي أو الوطني أو الدولي –أي لا تكون جزء من حكومة ما- ولا تعمل من أجل الربح وتشارك في إثارة قضايا معينة تخص المرأة أو البيئة أو المجتمع.
