العملية التي يلعب من خلالها المواطنون بما يستطيعوا أو يملكوا من رغبة حقيقية دورًا في برامج ومشروعات التنمية وفي الحياة الاجتماعية والاقتصادية والسياسية في بلدهم وذلك بوضع أهداف وسياسات المشاركة واستراتيجياتها واقتراح أفضل الوسائل لتحقيق تلك الأهداف وتقييم إنجازاتها.

The process where citizens do what they can, have a real desire to play a role in developing programs and projects, and also have a role in the social, economic, and political life of their country, by setting goals, participation policies, and strategies and suggesting the best ways to achieve those goals and evaluate the achievements.
