التدخل المدني Civil Intervention

تدخُّلٌ غير مسلَّح، على أرض نزاع محلِّي، لبعثات خارجية، منتدَبة من منظمة بينحكومية أو حكومية أو غير حكومية، تأتي للقيام بأعمال مراقبة واطِّلاع وتوسط ووساطة وتعاوُن بغية اتقاء العنف أو إيقافه، وللسهر على احترام حقوق الإنسان، وللنهوض بقيم الديموقراطية والمواطَنة، ولإيجاد شروط حلٍّ سياسيٍّ للنزاع يعترف بالحقوق الأساسية لكلِّ طرف من الأطراف الحاضرة ويضمن هذه الحقوق ويتيح لها تحديد قواعد تعايُش سلميٍّ فيما بينها. إن الهدفين الاستراتيجيين الأكبرين للتدخل المدني هما، في وقت أول، الفصل بين الخصوم ليتوقفوا عن القتال، وفي وقت لاحق، جمع شملهم ليتحادثوا.

Unarmed intervention, on the ground of a local conflict, by foreign missions, delegated by an intergovernmental, governmental or non-governmental organization, to carry out monitoring, information, mediation, and cooperation in order to prevent or stop violence, to ensure respect for human rights, to advance the values ​​of democracy and citizenship, and to find the terms for a political solution conflict that recognizes the fundamental rights of each of the parties present and guarantees these rights and allows them to define the rules of peaceful coexistence between them. The two greatest strategic goals of civilian intervention are, at First, to separate adversaries so that they stop fighting, and later, to bring them together to talk.
