مجموعة من القواعد العامة التي ترعاها منظمات المجتمع المدني، أعضاء ومناصرين فيما يتعلق بمشاركتهم في المنظمة أو في أنشطتها والتي توافق عليها الأطراف بملء إرادتهم في أحسن الأحوال وهي قد تدرج بعد ذلك في القانون وتعلن هذه المدونة أيضًا المبادئ التوجيهية المتعلقة بالسلوكيات والمعايير التي يصعب إدراجها في القوانين
