هذه الوثيقة هي عبارة عن مجموعة مبادىء ومعايير ارشادية تهدف إلى ضمان النزاهة والشفافية والمساءلة في عمل الهيئات المحلية. وتهدف هذه المدونة بموادها وبنودها إلى مساعدة العاملين بالقيام بأعمالهم اليومية ومسؤولياتهم وصولا الى ذلك المستوى الرفيع الذي يتوقعه المواطن والذي يهدف بشكل رئيس الى الارتقاء بقيم النزاهة ومباديء الشفافية ونظم المساءلة.
