مذكرة التفاهم Memorandum of anderstanding

مذكرة التفاهم هي صك دولي ذو طابع أقل رسمية. إذ يحدد غالباً الترتيبات التنفيذية المندرجة في اتفاق إطاري دولي. وتُستخدم كذلك في تنظيم المسائل التقنية أو التفصيلية. وتتخذ عادة شكل صك واحد ولا تحتاج إلى تصديق. وتدخلها دول أو منظمات دولية حيز النفاذ. وتبرم الأمم المتحدة عادة مذكرات تفاهم مع الدول الأعضاء بغية تنظيم عمليات حفظ السلام الخاصة بها أو ترتيب مؤتمرات الأمم المتحدة. كما تبرم الأمم المتحدة مذكرات تفاهم بشأن التعاون مع منظمات دولية أخرى.

A Memorandum of Understanding is an international instrument of a less formal character. It often sets out the implementation arrangements that are included in an international framework agreement. It is also used to organize technical or detailed issues. It usually takes the form of a single instrument and does not require certification. It is entered into force by countries or international organizations. The United Nations usually concludes memoranda of understanding with member states in order to organize their own peacekeeping operations or arrange United Nations conferences. The United Nations also concludes memoranda of understanding on cooperation with other international organizations.
